Monsieur, Madame
Le ministre de la santé du Québec, monsieur Dubé, a récemment évoqué la possibilité d’un passeport vaccinal pour les citoyens, destiné à leur autoriser la fréquentation de lieux publics
Nous considérons cet outil étatique comme un dangereux précédent en termes de droits et libertés et d’intrusion dans la vie privée des gens. On crée ainsi deux classes de citoyens sans égard à la science et de plus, ces actions nous conduisent directement à un système comparable à l’apartheid instauré en Afrique du Sud il y a plusieurs années, lequel a été inefficace et démantelé. Ce genre de système crée deux poids deux mesures : les vaccinés et les non-vaccinés.
Attendu que :
- Conformément à l’article 15 de la Charte canadienne des droits et libertés, il est interdit de faire preuve, envers les Canadiens, de toute discrimination, notamment de discrimination fondée sur les déficiences mentales ou physiques (santé);
- Le passeport vaccinal dans le contexte de la COVID 19 est présenté comme un moyen de faire revivre l’industrie du voyage, mais ce passeport risque d’enfoncer le dernier clou du cercueil de l’industrie;
- Les Canadiens ont le droit de faire des choix éclairés en ce qui concerne les vaccins et tout autre traitement médical et on ne peut les forcer ou les contraindre en la matière;
- La vaccination n’est pas sans conséquence, les données officielles concernant les effets secondaires de ces “thérapies vaccinales” sont déjà très préoccupantes, incluant des décès. Des millions de dollars sont versés chaque année par la “vaccine court” aux États-Unis et il y a un programme similaire au Québec;
- De plus, Il est important de mentionner que le passeport vaccinal viole le Code de Nuremberg – voir le lien plus bas;
- Le passeport vaccinal pourrait être utilisé pour restreindre les droits des personnes qui refusent le vaccin contre la COVID-19, ce qui créerait une situation inacceptable et diviserait la société en deux catégories distinctes: les nantis et les non-nantis, le fossé entre ces deux groupes s’étant creusé encore plus en raison de la COVID 19, à un point tel que nous sommes au bord d’un précipice qui s’élargit toujours plus;
- Les Canadiens veulent continuer à jouir de leur liberté de mouvement et veulent que le gouvernement affirme clairement leur droit à l’égard de la protection de leurs renseignements personnels de santé.
- A l’heure actuelle, les Américains ne veulent pas non plus de passeport médical et que nous acceptions cette mesure est sans aucun fondement;
- Il n’y a pas eu plus de morts au Québec en 2020 que les années précédentes, ce qui rend la proposition d’un passeport vaccinal complètement exagérée face à la réalité de la situation ;
- Nous souhaitons attirer votre attention sur une étude parue dans le New England Journal of Medicine datant du 11 février 2021, portant sur 12 541 travailleurs de la santé, qui montre qu’après contamination par le Sars-CoV-2, la présence d’anticorps IgG anti-spike ou anti-nucléocapside est associée à un risque considérablement réduit de réinfection par ce même virus au cours des six mois suivants.
Vos concitoyens vous regardent. Aujourd’hui, nous avons besoin de vous et osons croire que vous vous comporterez en personne honorable et élue, en vérité, pour le bien individuel et collectif et nous vous enjoignons de VOTER NON à l’implantation d’un passeport vaccinal.

Sir, Madam,
Quebec health minister Mr. Dubé has recently raised the possibility of creating a vaccination passport for citizens that will authorize access to public places.
We consider this tool of the state sets a dangerous precedent in terms of the Rights and Liberties of people, and the intrusion into their private life. This creates two different classes of people without regard to science and furthermore, these actions bring us into a system comparable to that of the Apartheid system in South Africa which was declared discriminatory, ineffective and subsequently dismantled. This kind of system creates a double standard in the population: the vaccinated and the non-vaccinated people.
It is understood that:
- according to article 15 of The Canadian Charter of Rights and Liberties, it is strictly prohibited to discriminate against any Canadian, on the basis of mental or physical (health) faculties;
- the vaccine passport is presented as a means to revive the tourism and travel industry, however it is more likely to be a complicated and lengthy process which would further decimate these industries;
- Canadians have the right to make informed decisions concerning vaccines or any other medical treatment and no one can force them to do so on this issue;
- Vaccines are not without consequence: official data with regard to secondary effects of these vaccine therapies are alarming, not to mention related deaths. Each year, millions of dollars are paid by Vaccine Courts to the United States. Canada has a similar program;
- It violates the Nuremberg Code (see the link below);
- The vaccination passport could be used to restrict the rights of people who refuse to be vaccinated against COVID-19, which would create an untenable situation and would divide Society in two distinct groups : the haves and the have-nots – the division between these two groups will further increase because of COVID-19, to such an extent that we have now come to the edge of a chasm which is forever growing wider;
- Canadians want to continue enjoying their freedom of movement and want the government to assert clearly that their rights to privacy be protected under the law;
- Americans are rejecting the idea of a medical passport and if we were to accept such a dire measure, it would be without any basis;
- The number of deaths in Quebec in 2020 is the same as in previous years which renders the vaccination passport proposal totally exaggerated;
- We wish to bring to your attention a study published in the New England Journal of Medicine dated February 11, 2021 involving 12,541 health workers, which clearly shows that after contamination by the SARS-CoV-2, the presence of antibodies IgG anti-spike or nucleoclapside-protein is associated to a considerable reduced risk of reinfection by this same virus in the following 6 months;
Your constituents are increasingly concerned with this issue. Today, we need your help. We dare to believe that you will behave as the honorable, elected official person that you are, in truth, for the good of individual and collective citizens and we are calling upon you to VOTE NO to the implementation of a medical vaccination passport.
